Great Work is a “Dually Enrolled” employment services provider, meaning we provide Vocational Rehabilitation services in addition to waiver services and can support individuals through each phase of the E1MN framework - Engage, Plan, Find, and Keep.

    We were early adopters of Minnesota’s new framework of employment services for people with disabilities called E1MN, which aligns waiver and Vocational Rehabilitation Services. We understand the framework and do our very best to facilitate smooth transitions for the people we serve.

ENGAGE PHASE (Employment Exploration Services) Current Employment Exploration Services rate: $12.19/quarter hour*

We’ve developed a focused Employment Exploration program for people who want to learn more about working and what they might enjoy or be good at. We support individuals to complete any mix of the following:


PLAN PHASE (Employment Development Services - Planning Phase) Current Employment Development - Plan Phase rate: $14.56/quarter hour*

During Plan Phase Services, we work with individuals to help them prepare for a successful and efficient job search. We prepare a resume, cover letter template, sample application, benefits analysis, and help refine a clear and realistic job goal among other tasks to setup a successful job search. FIND PHASE Current Employment Development - Find Phase rate: $14.56/quarter hour*

Most often this service will be funded by Vocational Rehabilitation Services (VRS) but as a dually-enrolled provider of both waiver and VR services, individuals do not have to change providers for their job search, and we support the VR enrollment process.

In rare situations where an individual is not eligible for VRS, we can provide Employment Development Services - Find Phase through a person’s waiver. Find phase services include a comprehensive job search. Depending upon each person’s preference we can do any mix of the following:

  • Identify job openings or create possible job matches

  • Setup and help manage a professional email account

  • Assist with applications

  • Coordinate and attend interviews

  • Assist with job offer evaluation and negotiation

  • Provide support during onboarding.

KEEP PHASE (Employment Support Services) Current Employment Support Services rate: $12.19/quarter hour*

During Keep Phase we provide individualized support to help people succeed in their job. Our model is to provide more intensive initial support and then fade back our support to foster independence and a genuine employment relationship between the person we’re supporting and their employer. Services are tailored to each individual and could include any mix of the following:

  • Intensive initial support to learn the job and how to navigate the work place (typically 1-1, on-the-job support for only the first few shifts and then we fade our support)

  • Breaking larger responsibilities into smaller tasks and creating assistive tools, visual aids, and checklists

  • Training on job responsibilities, appropriate workplace behavior, and/or professional workplace relationships

  • Researching available transportation options and providing transportation training

  • Coaching to understand wages and benefits

  • Guidance and support navigating the “interactive process” with employer to request workplace accommodations

  • Assistance connecting with assistive technology resources

  • Maintaining regular contact with the employer to support continued success as needs arise

  • Building independence and identifying areas where staff support can be reduced, ended, or transitioned to a natural support

*Rates last updated 8/4/2023 and provided for information purposes only. Waiver service rates set by MN State Statutes should be used when generating service authorizations including individuals whose services will be funded under a self-directed program plan, such as CDCS of CSG. The most up-to-date rate information is available here.

The E1MN Framework

The Employment First Minnesota Framework (E1MN) is the model that people receiving employment services funded by a Medicaid waiver follow. The framework requires collaboration between employment service providers (like Great Work), waiver case managers, and Vocational Rehabilitation counselors.
